Motoko Kusanagi, a full-bodied cyborg, leads an elite combat unit that includes Batou. While commanding his team, Kusanagi conceives the idea of creating a specialized force capable of acting preemptively against emerging threats. At the same time, Daisuke Aramaki of the Ministry of Internal Affairs, who was already planning to establish a similar unit, recruits Kusanagi and his team to begin operating as Public Security Section 9, also known as the “Shell Squad.”
As the team faces increasingly complex cybercrimes and international conspiracies, the existence of a mysterious unidentified hacker known as the “Puppet Master” appears on the horizon of their investigations. The fate of Kusanagi and the true objective of this enigmatic antagonist are the central questions that the new series promises to answer.
